This Mechanical License is used when an artist or a record company on behalf of its recording artist wishes to record a song written by someone else (i.e.  cover song) for including on the recording artist's record for distribution and sale to the public. This license is also used in any general way when a party licenses a recording to release and sell as an audio product (physical product or digital download) and must also license the song embodied on the master recording from the owner of the song.
